actually, that quote is not eroneous. think about it.... how do you stay a step ahead of a criminal? by thinking like a criminal, and wondering what a criminal is going to do next.

at first glance, yes the quote looks pretty bad. but when you *think* about it, it would be a good idea to *anticipate* a terrorist's move before they make it, instead of getting caught with your pants down when they use some new strategy that thinktanks completely overlooked and never considered.
